Pirsig (1974)”Zen and the Art of Motorcycle Maintenance” quoted in‘Quality and Accreditation in HE’ by Don F. Westerheijden (1995) Quality… you know what it is, yet you don’t know what it is. But that’s self- contradictory. But some things are better than others, that is, they have more quality. But when you try to say what the quality is, apart from the things that have it, it all goes poof! There’s nothing to talk about. But if you can’t say what Quality is, how do we know what it is, or how do you know that it even exists? If no one knows what it is, then for all practical purposes it really doesn’t exist at all. But for practical purposes it really does exist. What else are the grades based on? Why else would people pay fortunes for some things and throw others in the trash pile? Obviously some things are better than others… but what’s “betterness”? So round and round you go, spinning mental wheels and nowhere finding any place to get traction. What the hell is Quality? What is it?

You – the workers – will do exactly as we tell you. And we will set up a “policing force” – the QC department – which will check to make sure that you are doing the right things.” QA approach, on the other hand, says: “Let’s agree what it is we should be doing. Then we – those with the democratic responsibility, those in authority – recognize that this is a complex and difficult task, and you – the workers – know far better than we do how to do it this effectively. Therefore, we will create the conditions that allow you to exercise your own judgment as to what needs to be done. (+48 22) 345-37-00 l fax (+48 22) 345-37-70 Str. 25 The crucial problem – how navigate between the Scylla of Improvement and the Charybdis of Accountablity „External quality assessment has two purposes: quality improvement and accountability. To fulfil these two purposes, managing the EQA-process, is like navigating between two extremes. When one aims only at improvement, the system will be shipwrecked against the ‘Scylla’ because the outside stakeholders will ask for accountability and design their own EQA system. If accountability is emphasized too much, the system will disappear in the ‘Charybdis’, because improvement will be hindered or even made impossible. The challenge is to keep on course and, by doing so, reconcile the two purposes in one system.
