JESSICA > Joint European Support for Sustainable Investment In City Areas Joint venture of the EC, the EIB and the Council of European Development Bank The aim is to promote investments to ensure sustainable development in cities Goals: revitalisation of disadvantaged areas in cities and strengthening the regional innovation systems by reinforcing the potential of the institutions that support business enviroment Beneficiaries have access to suitable, repayable financial instruments but will not be able to obtain grants In Poland JESSICA is being implemented in 5 regions within their Regional Operational Programmes: wielkopolskie, zachodniopomorskie, śląskie, pomorskie and mazowieckie. In total, approximately 257 mln EUR was allocated for the implementation of JESSICA

JESSICA in Wielkopolska Voivodship 16 October 2008 Memorandum of Understanding (EIB/Board of Wielkopolska Voivodship) 29 April 2009 Agreement for financing the 1st JESSICA HF in Europe more than EUR 66 mln was transferred to HF 22 March - 8 Aprill 2010 Call for proposals for UDF (securing financing of repayable character for private-public partnership and other projects included in the integrated urban development plan) 29 September 2010 Agreement with the selected entity - BGK (Bank Gospodarstwa Krajowego) 29 October BGK announced the call for proposals (of open nature) concerning loans for urban projects
JESSICA in Wielkopolska Voivodship 18 May 2011 1st agreement was signed with Goplana MGC Invest for the project: Revitalisation of post-industrial areas in the centre of Leszno through construction of „Galeria Goplana” and it is the first urban project for revitalisation in Europe within JESSICA, 8 July 2011 The 2nd agreement concerning urban project was signed with Wielopolskie Centre for Investment Support for the project: Development of Science and Industrial Park in Poznań – 2nd stage, 12 July 2011 3rd agreement was signed with Machura Bros Corporation for the project: Revitalisation of degraded area at Małachowskiego street in Poznań and construction of Podwale Office Center, 1 December 2011 4th agreement was signed on 1st December 2011 with Koźmin Wielkopolski Community for the project: The culture centre in Koźmin Wielkopolski, 1 March 2012 5th agreement was signed on 1st March 2012 with AAD21, S.C. Agata, Andrzej Dąbrowscy for the project: The Conference and tranining Centre in Ostrów Wielkopolski
JESSICA in Wielkopolska Voivodship Potential investors: local authorities, municipal companies, private investors, public-private partnerships, NGOs, etc. Loan conditions: preferential loans of durability maximum 20 years grace period - 4 years loan interest rate is set on the basis of the reference rate of the National Bank of Poland reduced by revitalisation index no fees from investors required

State aid within JESSICA initiative There is also the state aid programme envisaged for JESSICA projects: Ordinance of the Minister of Regional Development of 21st December 2010 on Regional Investment Aid Granting by Urban Development Funds within Regional Operational Programme. It came into force on 30 December 2010. It was prepared on the basis of the Regional Investment Aid Scheme according to the Commission Regulation (EC) No 800/2008 of 6 August 2008 (so-called general block exemption regulation)
